Oniguruma deprecation

Hey Ryan,

you might have seen this already, but I stumbled on this yesterday: The Oniguruma C library was archived and there will be discussion about what to do with mb_ereg functions in PHP. One possible outcome is dropping those methods with PHP 9.

@pxlrbt My hope is that a fork is maintained and uses in php-src, if that's not the case though then Phiki will likely have to add an extension requirement to the composer.json.

I am curious to see how this plays out and will be keeping an eye on it until PHP 9 releases. Functions like mb_split are used quite often, especially in frameworks so we might be okay (assuming they also rely on Oniguruma).
