Sync devcontainer version across Dockerfile and GitHub workflows (#268)

Dependabot updated `.devcontainer/Dockerfile` to use
`amp-devcontainer-cpp:v6.6.1`, but GitHub workflow files remained on
`v5.6.2`, causing container version drift.

**Changes**
- Updated 3 container references in `.github/workflows/ci.yml`
(build-windows, build-linux-devcontainer, test-linux)
- Updated 2 container references in
`.github/workflows/static-analysis.yml` (sonar, codeql)

All containers now use
`ghcr.io/philips-software/amp-devcontainer-cpp:v6.6.1@sha256:9ba2d20db24a646edd6ea7a8a075e76239ce63d1542cc823242e680901e792f9`
