Add a label map that allows for converting filter labels between differing names. (Names)

In Phileas, a date is a "date" and a credit card is a "credit-card". Other systems will likely not use identical labels.

Allow for a way to provide alternate names for filters. This could be on each individual filter in the policy, or perhaps provided as a map property on the policy itself.

If another system uses different labels for PII/PHI, it might be best to handle those differences outside of Phileas instead of trying to make Phileas be compatible with everything.
