[FEATURE_REQUEST] Ability to put dock horizontaly

I would like to see a WMaker/WLMaker to have horizonatal Dock. Top and Bottom since I need more space and It may add missing piece of customization to It. 🥇 all sides of square :] finally compleated.

Use case:

• move dock to left bottom scrren corner
• dock is showing WLMaker icon, And pinned icons
• dock can be therfore docked from middle of bottom screen

@theokeist -- actually, there is already a way to configure the position for Dock and Clip -- in https://github.com/phkaeser/wlmaker/blob/main/etc/State.plist.

Example:

  Edge = BOTTOM;
  Anchor = LEFT;

Will make the Dock or Clip (depending which section you set it) to appear horizontally ("bottom edge") at the bottom-left ("anchored left") corner.

Note: You can use --state_file=<FILE> to load an explicit statefile; otherwise it'll be loaded from default config locations (XDG_DATA_DIRS).

Still, there's a few bits missing; at least:

• That option should be documented
• The dock should show the wlmaker icon -- and, do something meaningful when that icon is clicked.
• ideally, the dock should also be configured to be in the center of an edge.
