GHES compatiblity

Hi,

I'd like to use this action, however it looks like it's not compatible with Github Enterprise.

From main.ts#L63 of this Action, it seems like this Action is not supported in an GitHub Enterprise Server environment because the baseUrl of Octokit is left as default, also step-summary looks similar.

Any chance of enhancing this? (cue)
