Bump PHP 8.4 as minimum version and update dependencies

- Set PHP >=8.4 as minimum requirement
- Replace php-standard-library/php-standard-library with standalone PSL packages (dict, foundation, option, type) ^6.1
- Bump php-soap/xml to ^1.10.0 and veewee/xml to ^4.9
- Update psalm phpVersion to 8.4 and add veewee/xml DOM stubs
- Remove PHP 8.3 from GitHub Actions matrices
