Upgrade PHP project to support 8.3, 8.4, and 8.5

- Remove PHP 8.2 support and add PHP 8.5 support
- Update azjezz/psl to ^3.0 || ^4.0 to support both v3 and v4
- Add vimeo/psalm ~6.13 and php-cs-fixer/shim ~3.88 dev dependencies
- Update phpunit/phpunit to ~12.3
- Update all php-soap packages to latest versions:
  - php-soap/psr18-transport: ^1.8
  - php-soap/engine: ^2.16
  - php-soap/xml: ^1.9
- Remove .phive and tools folders, use vendor/bin instead
- Update GitHub workflow matrices to use 8.3, 8.4, 8.5
- Set continue-on-error for psalm on PHP 8.5 due to compatibility
- Update PHPUnit XML with new configuration format
- Add psalm configuration for findUnusedCode=false and ensureOverrideAttribute=false
