`mime_content_type` returns `application/javascript` instead of `text/x-php`

Description

I prepared a GIT repository since it "just" happens with that specific file and not other PHP files I have tested till now.

But I don't understand why this was not an issue in previous PHP versions.

Note that mime_content_type uses the same mechanism as the file unix command because they both use the same library. Using file on the test file yields JavaScript source, Unicode text, UTF-8 text. So that means the bug is in https://github.com/file/file and not in PHP. You may want to report it there.
