php version support issues for openssl

Description

At present, we are using php7.4, but openssl is 3.x, we need to use SHA1 algorithm for check, and enable legacy in openssl configuration to supplement the support for SHA1 algorithm, but in actual use, check will fail to report an error.

We don't support PHP 7.4 anymore (see https://www.php.net/supported-versions), and OpenSSL 3 was never officially supported on PHP 7.4, so we can't help with that.

Use Rocky Linux 8.10 which have PHP 7.4 supported for the whole distribution life (until May 2029)
