Builtin OpenTelemetry Metrics for PHP-FPM

It would be nice if the current FPM Status could be exposed using OpenTelemetry so it can be monitored without any external exporter

Is OpenTelemetry Metrics the same as OpenMetrics? Then this is a duplicate of #9494.
