- I confirmed that PHP 8.3.6 on Windows 10 x64 was restarting my MariaDB service in spite of me manually stopping it.
- I went so far as to rename the executable and the registry settings for the MariaDB service and the unknown mechanism is still restarting my MariaDB service!
- I also confirmed that it only does it if there is an active operation so while idle I stopped the service, pressed F5 and it was still not running.
- I have absolutely no code nor have I made any attempt to program or use any third-party program to restart the MariaDB service; it's just my local and very minimal WAMP development environment.
- I need to explicitly run a test by stopping the MariaDB service so whatever built-in recovery mechanism is doing this has killed a full day and counting of my precious development time.
- I have not been able to find any documentation in spite of hours of searching.
