various header files in ext/standard/*.h missing in 8.5

Many extensions use header files from the ext/standard dir, such as ext/standard/datetime.h. These are missing in the current master branch and also in the beta1 release. The UPGRADING and NEWS don't list anything regarding such a change, so I'm not sure how to suggest fixing the extensions for php 8.5.

Internal changes go into UPGRADING.INTERNALS. For the previous one it doesn't specifically mention that the entire header went away, but it mentioned that the only function within that header was removed.

ext/standard/php_smart_string.h for igbinary, redis, imagick and maybe more

ext/standard/php_smart_string_public.h for memcache and yac and maybe more.

Not at a pc for the weekend, so I'll tackle it then.

Lines 84 to 86 in e5f81bd

	- standard

	were removed. Use the corresponding headers in Zend/ instead.
