DLLs missing from Windows releases - 8.3 & 8.4

Description

There are some DLLs missing from today's Windows releases, specifically 8.3 and 8.4. 8.5 looks fine.

The files on https://windows.php.net/downloads/releases/ are okay. I haven't uploaded the 8.4.12 builds there, yet.

@shivammathur, are you pushing other builds to downloads.php.net? If so, I don't have to do further builds. :)

Yes, the builds on downloads.php.net are now automated. On a new tag, a workflow is run in https://github.com/php/php-windows-builder that builds it and a workflow in https://github.com/php/web-downloads uploads it to the server.

I have fixed this issue in php/php-windows-builder@ca1d95b and built the releases again, so the new zip files on downloads.php.net should be good now.

Will add checks in CI to prevent this in future.
