Badging standard does not mention attendance while unwell

While the "alternatives" category mentions alternatives for people who test positive or are otherwise unwell, there actually isn't a requirement that badged policies require people who pose a health risk to not attend.

This came up during #4.

We should probably discuss having such a requirement in v2.
