Long tags breaking layout and tagging data issues

tagging has some issues:
we should

1. limit tag length (preferable since this is used for searching) or hard break them in the html displayed Currently very long tags are not useful for searching and break the layout
2. autocomplete or help find existing tags for people to use - perhaps a list of common tags that we recommend or something? right now our tagging is not useful because of the completely freeform nature of the tagging - some limits/grouping would help
