Near-automatic local previews of changes to data

Users can now use Github Codespaces to not only obtain an editable copy of our data, but also spin up a nearly-live preview of changes to the data without needing to commit/push to a branch on our repo (that is, you can do this on your personal fork without having write access to pi-base/data).

Use the green Code button and the Codespaces tab to open the repository in a Codespace, and follow instructions (noting the one or two manual steps that are still required).

Of course I just tried to record a quick tutorial video and it didn't work for me on a fork on my personal account. Will investigate (or determine if it was user error...)
