Followers list, pagination

To find followers list ,I am doing -

while True:
    results = api.user_following(id,token,max_id=next_max_id)
    updates.extend(results.get('users', []))
    if len(updates) >= 30:       # get only first 30 or so
        break
    next_max_id = results.get('next_max_id')
    print('Next MAX ID',next_max_id )

Ideally, it should return a next_max_id, but it does not. So I am unable to do pagination here.
Can someone help?

for i in range(100, total_followers_coun, 100):

         api.get_followers(next_max_id=i)
