ci: add automated "Thank You" workflow for merged PRs

What would you like to be added: The Idea Inspired by projects like Backstage and Kubernetes, I propose adding a simple GitHub Workflow that automatically comments on a PR when it is merged

Why is this needed: currently, when a contributor's PR is merged, the conversation often just ends. Adding a "Thank You" bot makes it that they're contribution are being noticed , this would directly point towards the community and contributor experience of the project
