ci: add workflows permission to dependabot auto-merge

Allow the auto-merge workflow to merge PRs that modify workflow files, fixing "refusing to allow a GitHub App to create or update workflow" error. Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
