Move fullscreen window to other monitor

My system: OS - MX Linux 19.4 XFCE (Debian Buster); Machine: Laptop Lenovo G400S; Monitor 0 (Laptop): 1366x768/60Hz; Monitor 1: TV Samsung (1280x720)/60Hz.

ALT+CTRL+ENTER moves window from one monitor to the other only if window is not maximized.

If window is maximized it remains on the same monitor. I get the messages:
Moving window to monitor 1, which has geometry: 1366x0 1280x720
Moving window to monitor 0, which has geometry: 0x0 1366x768
but window doesn't move.

I'm having a similar issue. I believe it's because one of my monitors has the application sidebar and topbar (I'm on Ubuntu 22.04.1). The problem appears to be specifically with the topbar. Here's what I've found:

• Moving a window from the monitor with topbar to the other monitor always works.
• Problems begin to occur when moving a window from the monitor with no bars to the other monitor (Ctrl-Alt-Enter) in a way that would collide with the topbar.
• If the window can be slid to avoid the topbar but does not need to be resized (e.g. the window is taking up the top corner of the monitor), then it will move monitors as expected.
• If the window would need to be resized to avoid hitting the topbar (e.g. it takes up the full height of the monitor without topbar), then the move does not happen. In some cases, the window will move within the same monitor to be "closer" to the target monitor, but it will never switch monitors.
• Contrary to the original bug report, if the window is actually "full-screen" (i.e. maximized with Ctrl-Alt-0), then it can move between monitors. The problem does occur if the window has been made to fit the full screen with e.g. Ctrl-Alt-5, though.
