[Peer Review Visibility] | Add Reviewer - Public visibility option, does not maintain the state after enabling the public visibility checkbox

Trying to enabled this setting does not save.

Steps to Reproduce

1. Prereqs: Have a submission in the review stage and have a reviewer with Public visibility option disabled (unchecked)
2. Login with JM/ JE or admin
3. Navigate to submission in prereqs
4. Click on three dots ... beside reviewer
5. Select Edit
6. Enable the Public Visibility option to Publicly show reviewer comments
7. Select OK to save

Expected Result

Should maintain the state of this flag.

Actual Result

Not seeing the setting enabled after it was saved with the flag enabled.

This passes QA. I can save the Public Visibility option and it will maintain enabled/disabled state after editing. Tested enabled/disabled then save multiple times. It retained state.
