When looking at a published article (Publication > References) that was imported with references the Refreshing Data event seems to try to engage every few seconds but is stuck at 0/X references and does not finished processing them without selecting the reprocessing button.

I believe this is because we have stopped processing them on import due to slowing down the overall performance of the Journal. However, on an individual submission once the user is viewing this submission it should re-start the processing step and complete especially if the Refreshing Data event is being triggered.

Steps to test the changes:
These steps can include user interactions, database queries and API requests

1. Precondition: Must have Structure Citations turned on, an article that has been published and has references that are unprocessed (block the processing job mid-way)
2. Login and JM/JE/admin
3. Navigate to the imported submission
4. Select the Publication > References section
5. Watch the Refreshing data notification blink on and off every 5 seconds
6. Watch the Processing References section never update and stuck at 0/X references.

Solution: What the proposed solutions are and additional affected areas
If there are 0 items that were processed then make sure the processing section is not shown and the Refreshing Data event is stopped.

I think the structured references processing is still triggered on our ORE import -- we do not use native import, that would not process citations -- at least I saw them before going on vacation. It was a huge amount of jobs, and they were processed, but slowly, because so many. Because one citation adds 5 jobs, and by so many citations, by so many imported articles, the references for a single article cannot be processed so quickly: when job 1 for a citation finishes, the job 2 for that citation is added to the end of the jobs queue. And so on for 5 jobs per citation and all the citations and imported articles. That is why that refreshing data image looks like it will never be finished, but actually it will, it just takes days/weeks (it seems) for that amount of data/jobs. Thus, "the Processing References section" is actually not "stuck at 0/X" it just lasts loooooooooooong (days/weeks) -- I think the processing section does look correctly, it should correctly consider the processing status of the references for the publication i.e. everything works correctly, just that the reference processing for an article for such a huge import takes sooooo long.
We can see if something else can be done here on the UI, maybe @jardakotesovec would have a suggestion, but I believe it works good in general.
