[Metadata Defaults] | Enhancements to our current metadata defaults (Part 1 - Easy wins)

  This will cover a small piece of the larger corpus from the discussion here : Metadata Pre-Flight Checks for Publishing #12008. This ticket will outlines some quick wins we can do with our current setup that would strengthen metadata throughout the project. This was in collaboration with @AhemNason and @jalperin

There are 3 enhancements we can add to the 3.3, 3.4, 3.5 and 3.6 versions.

1. Funding plugin turned on by default
2. Funding field added to new submission by default (not required)
3. Basic references on by default
   a. Option to show/hide them on article landing page.

Since the funding plugin is a gallery plugin in 3.3, 3.4, and 3.5, I don't think we could enable it by default since the user needs to install it first - however it is being integrated into the core in 3.6, so it could be enabled by default there.
