Update the conda-forge feedstock to the current version

The current version of slipcover on conda-forge is out of date at 0.2.0: https://anaconda.org/search?q=slipcover

Any chance the version could be bumped? Thanks!

I've submitted a PR to update the conda-forge feedstock to version 1.0.17: conda-forge/slipcover-feedstock#7

The PR updates from 0.2.0 to 1.0.17 and removes the workarounds that were needed for the old version (pyptr.h and build flags patch). It also adds conditional build requirements for Python 3.12+ which no longer needs the C++ extension.
