Enable ReadTheDocs pull request preview

This is already enabled for plasmabio on ReadTheDocs here:

But doesn't seem to be triggered on the recent PRs.

Needs to be investigated, as this would make iterating on the docs more convenient.

This was a transient message which appeared when visiting https://readthedocs.org/, but does not seem to be shown anymore.
