Publishing confirmation emails should refer to the packages using "owner/name" instead of just "name"

(Apologies for the minor nitpick, and I'm not even sure whether this is the right repo...)

When I publish a new package or package version to the registry, the confirmation email is as follows:

Subject: Successfully published NMEA0183@3.0.0 in the registry
...
A new version of the package NMEA0183 (3.0.0) was published at ...

Given that the packages are identified by the "owner/name" scheme instead of just the name, and since it is easy to forget the --owner flag when publishing, it would be helpful if the owner was always mentioned. In this case, SensESP/NMEA0183@3.0.0.
