Automate post-install configuration of vault

Success Criteria:

• The post-install configuration of Vault (i.e. vault commands that do things like configure kubernetes authentication) happens automatically when vault is installed

Notes:

• Tim had a way to do this, which we tried previously. It used a ConfigMap that holds an init script

Out of Scope:

• Changing Vault "development" mode (ephemeral) to another mode (standalone, i.e. persistent)
