First release

To get things rolling, now that #241 is merged the following should happen to have a first release:

• update get_commit_id on plone.meta.shared.git to either get the commit id or the release of plone.meta: otherwise we get a bogus commit id there (from the repository that is being configured, rather than from plone.meta itself as it was intended
• update GHA_DEFAULT_REF in plone.meta.config_package to point either to a commit or a tag from plone.meta
