tick_control.svg needs a citation

I believe this repo needs to include [this citation](https://github.com/owid/covid-19-data/tree/master/public/data#license) as the referenced dataset is used to generate [`tick_control.svg`](https://github.com/38/plotters-doc-data/blob/master/tick_control.svg).
