Use borgmatic to manage backups

We're currently use a shell script that calls borg directly to perform our backups and implement the backup retention policy.

The borgmatic tool provides a higher level interface that would allow us replace most of the script with a simple configuration file.

It also provides some higher level features, such as reliably backing up databases like PostgreSQL or MySQL, which will be useful if we want to deploy services using those.
