[BUG] Apply-PnPProvisioningTemplate reset "Enforce relationship behavior" value on lookup columns

Expected or Desired Behavior

Value of lookup column in property "Enforce relationship behavior" unmodified between applying provisioning template.

Observed Behavior

After applying the provisioning template value for "Enforce relationship behavior" is reset. This causes a serious problem in list above 5k items when you cannot turn it on again without getting below 5k limit!

Steps to Reproduce

Apply "Enforce relationship behavior" to "Restrict Delete". Apply provisioning template for the list.
