Refactor `/setup` chat command to a dedicated SPFx Setup environment LM tool

🎯 Aim

The aim is to remove all code related to handling setup chat command of the spfx Copilot Chat participant and instead create a dedicated SharePointFrameworkSetup Language Model Tool, which will use the SPFx Compatibility matrix to determine the list of global dependencies we should install for the specified SPFx project and runs the setup in the terminal
