Enhanced cluster creation UI (Kubernetes empty state)

For the Kubernetes empty state page UI it would be great to:

• Highlight Kind as the default/recommended option
• Add short “what it is / when to use it” lines under each card
• Provide prerequisite hints (e.g., rootful Podman)
• Enhance the documentation links and visual hierarchy
• A new UI element needs to be introduced for a turned off extension; i.e. if a user has Kind installed but it's stopped, it could still show up as a card on the empty state screen. Basically, whatever is built-in, can show up here.
