• Support an icon Picker (that we could also use for the Icon selection in Admin Menu UI Feature: Simplified Dashicon selection for Admin Menu in Edit Pods #4148)
• Use Dashicons by default (built-in), load Fontawesome through CDN (or plugin)
• Allow use of Custom Icon Packs loaded through CSS or other methods (Filter?)
• SVG support?
• Custom input (field option)

One "problem" with this is that these library change constantly (especially Font Awesome) so we'll have to maintain this very actively.

Allow use of Custom Icon Packs loaded through CSS or other methods (Filter?)

A filter is required in that case since the PHP side won't have any knowledge of any CSS classes that are available.

SVG support would be a simple (image) file uploader.

I'd prefer the fontIconPicker since it's meant for font icons in general instead of one type.

We could use the CDN, that's the typical way with FontAwesome (and some others). And yep, I'd also be pointing towards an icon picker that supported multiple libraries of font icons.

We currently do not setup any .gitmodules links anywhere as far as I can see.

Aren't these particular fonts typically just loaded through CDN stylesheets?

Yes, that is unrelated to the above module :) That module can handle all the Icon/SVG selection stuff and through filters you can choose to load locally or from CDN.
Locally is default since it's better for SEO and performance.
