You should not be able to create a Simple Custom Defined List without the Custom Defined Options populated or pulling the list from a set of defined options (ie US States, etc.)

@zrothauser I wonder if we can add a tweak here to support this in the DFV field modal code itself, there are no conditional required fields supported right now -- correct?
