Visibility of backers

Ability to show backers in pledges. We decided to scope this out for the alpha.

How it should work

• Default: Anonymous
• Global setting: Customizable in settings page
• Per pledge: Default as per global setting, but customizable per pledge.

Consideration: Organizations to set a default overriding individual choice (security)
