replicate windows 11 behavior, when moving a window to the border, just after expanding it to capture half of the screen, in the other half show the other windows in order to quickly fix another window in the other half

this is so far the only thing i miss from Windows 11 other than native touchpad custom gestures

the only case where you don't want to stick another window to the other half, is when that half is already filled (in which case windows 11 does not run the snap assistant)

Related: there are now PRs that add keyboard shortcuts for snapping floating windows to screen edges and corners:

This adds a TileWindow(TilingZone) action with 8 zones (halves and quarters), which complements the mouse-based snapping and could work alongside a snap assistant feature.

@jlaustill I see your MRs define 8 static zones (halves and quarters). This is great progress!

I'm wondering if it would be feasible to extend the current system to support customizable snap zones in the future? On larger/ultrawide screens, the ideal layout is often closer to 3 vertical zones with a larger center area (e.g., 25%-50%-25% or 30%-40%-30%) rather than the traditional 50-50
split.

Since we're on Wayland, we're completely reliant on the compositor to provide window positioning APIs for these features. Would it make sense to:

1. Add a configuration option for custom zone layouts (maybe in cosmic-settings)?
2. Expose the zone definitions via the cosmic-toplevel-management protocol so external tools/applets could also leverage them?
