hide the scrollbar when it isn't needed

As you can see from the screenshot, the scrollbar is visible but it isn't really needed because there's no text to scroll in that file, and it look really ugly.

I would like to see the scrollbar not appear when you don't have enough text to scroll.

and also the scrollbar looks different from other cosmic apps scrollbars and as you can see the scrollbar touches the bottom of the window

Created a PR to fix that #520

It should only appear when necessary, in my opinion.
