Input language and key combination on the user selection and password entry screen after turning the computer off and on again.

I don't like that every time I turn off my PC, it keeps the input language I was using before I turned it off.

I want one of the following to happen after restarting my computer:

1. The input language should be automatically set to English.
2. The input language should be set to the primary system language.
3. The language I have allowed to be selected in the startup window settings should be set (the best option).

I have to select the language with the mouse because none of the keyboard shortcuts work on the start screen. I have to do this every time I turn on my PC, if I turned it off with any keyboard input language other than English.

Also, when using my crutch key combination pop-os/cosmic-epoch#3054 , I cannot see which language I have selected on the start screen, even with the mouse, until I start typing. This is a huge problem because I have six input languages and I have to click on them one by one with the mouse until I find the one I need.
