Implement an authentication mechanism

Making a note to decide on an authentication mechanism. While this will only be available internally, given the data elements, we should restrict access to the hub based on user and/or device.

Maybe in the short term just do something like only allow access to the IIS Site from members of a certain group.

And then perhaps only allow certain users to join dataFeed (since we only want authorized/authenticated "feeds").
