Add wrapper for posit team validator

https://github.com/posit-dev/vip is a framework for running validations against a Posit Team installation to verify that it's wired up correctly. The intent is that it could be extended with custom instructions for customers to be able to define their own criteria for what "wired up correctly" means for them.

It is intended to be run from within the products, so that a user is initiating it and has the auth resolved at least.

Can we have an extension in the gallery that pulls in this project, or potentially a (private) fork of it, or something, and runs its checks? It would be nice to have the one-click install convenience in the product.
