Chat with Content Infinite spin

If a user has previously installed Chat with Content version 0.0.1, and the content needs to rebuild it's Python environment it will error out due to a missing chatlas version. For 0.01. this is in requirements.txt:

chatlas @ git+https://github.com/posit-dev/chatlas@8871240172dd470f7eee10028c3be8ac9f64a5eb

In this case, it displayed the following message for an extended period of time even though it would never update and render.

Suggestion:

• Can we improve messaging or indicate that the installed extension has an update available? Not sure on best approach, but it would be great to provide users more context to avoid confusion and aid troubleshooting.

@amol- When you're back, mind digging into this? I suspect it interested with some of the caching work you've been doing. I can't tell if it's only a consequence of using the hash to install (which we no longer do) or something else deeper.
