Associate a Jupyter Notebook runtime with an interpreter in Console

Is it possible to create a new console session associated with the current Jupyter Notebook runtime. I don't like to create disposable cells for testing things.

I believe we are tracking providing a console session associated with a notebook in #1533, although a good bit of the discussion there is more about inline output for Quarto (which we now have open as #5640).
