smoke test against posit workbench

we need to be able to validate that the tests in this repo work against known supported versions of workbench, at least in some minimal initial configuration

in #2 we used https://github.com/posit-dev/with-connect to do this. build a similar reusable workflow for workbench.

first, research how #2 was implemented and create a plan, save the plan in the plans folder.
