Project not compatible with CMake 4.0

With the release of CMake 4.0, compatibility with CMake versions < 3.5 is no longer supported. The CMAKE_MINIMUM_REQUIRED needs to be updated to at least 3.5 which I have applied manually in the Fedora package, or use the new form that includes a maximum version compatibility.

Seems to have been patched: bb2d151. Very conservatively, but at least it will cover the next batch of deprecations as well
