initial user install: ppooll_presets, ppooll-preferences.json

there were a couple of issues with loading and setting default folder/files in ppooll on the first load, ie when a user installs ppooll for the first time
(which I replicate by deleting Max 8/Library/ppooll_presents and then loading ho_st)

i addressed some of these, but I think that there may be a more javascript based approach to handling all the global values of the presets and initializing ho_st and acts like vst@ that rely on those values.

as of now, i just want to document the errors i see when doing a fresh install of ppooll:

dictwrap: no dictionary named file_paths, cannot access values
dictwrap: no dictionary named act_usage, cannot access values
dictwrap: file not found: ppooll-preferences.json
dictwrap: no dictionary named general, cannot access values
