Bug description

This is more noticeable when hovering over scores on the leaderboards in Song Select V2 but currently all tooltips suddenly jump up and down when nearing past screen boundaries. This might be an intended feature but it does feel a bit jarring especially when highlighting multiple scores on the leaderboards. This only happens when the tooltip is too tall, when the tooltip is too wide it doesn't jump and rather it adjusts accordingly to fit the content on screen.

I think the behavior should carry over as well when the tooltip is too tall as I believe this makes it much easier to read without refocusing where I am looking at, just like it does on stable.
