Publish a first release

Publishing amaru on crates.io would be a nice milestone towards broader usage and would hint at some more advanced maturity level. While we might be there just yet it is worth looking at it as some steps are required.
Note that being published on crates is also a prerequisite for the publication of any crate depending on it.

Steps:

• all dependencies are published
• targets binaries are identified
• necessary automation is in place
• changelog exist
• release details exist

Note that this is currently blocked by both vrf_dalekand kes-summed-ed25519 not being published on crates.io.
