File preview and opening not working.

when trying to open a file i get the windows ISS "404 - File or directory not found.
The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable." error and when trying to play a video or preview something it doesnt work

@HeathHol2012 , did you happen to change the $root_path? If you did, just remember to update the $root_url too!

it is stored on the D: drive so this is what i put

$root_path = 'D:\';
$root_url = 'D:\';

this is what i see when try to play a video:
