Location is not updating

The location worker is running properly in android version 4.2 but its not working properly in version 8.0 or higher version devices. why this happens please help me.

In Apı 28 and 29 (i didnt try others) this is not working. It's always return same location we got at the first time.
For example:
I started work and received this values : LAT = 30 and LNG = 100
Then i changed my lat and lng from emulator settings. I started work again and app still gave me LAT =30 and LNG 100 .
Then i minimize my app and opened google maps. (For update last known location) Then i go back to my app and started work. Now i got true location.
So problem in this code is: code is not update the location itself. Until other apps update the location we'll get always same location.
